+Close only Experience R5 Gate 8. Bind each `ART-REG-01..08` production package
+to exactly one `RG-01..08` content region, align biome/landmark/palette/hazard
+briefs with the content authority, and make missing, duplicate, wrong-ID or
+semantically conflicting bindings fail the deterministic design validator.
