Staffing Change: Experience R5 Environment Recovery 2

Team revision: rev-11 -> rev-12 Status: APPLIED Type: REPLACE Approved by: PROJECT.md environment recovery policy

Attempt-1 failed its first shell harness before source judgment and ignored the subsequent STOP. It is archived and immutable. The replacement role experience-production-reviewer-r5-a2 reads the same fixed source 69f6715, writes nothing in the repository, and uses a fresh visible HAPI session.
