3 people e0b4aac78c fix(web): do not claim Agents are missing when no machine is connected (#1978) ...

New Session treated a disabled availability query (empty agents, not
loading) as "this machine has no CLIs." That painted the same string as
a real empty probe, next to "No machines available."
