wushenghua a8feb4feaf fix(scripts): refresh the local runner from a clean login environment ...

The refresh now runs in a pristine env (env -i + runner.env.local
overrides) so session-scoped vars from the invoking shell
(HAPI_SESSION_ID, CODEX_*, OPENCODE_*, ...) cannot leak into the runner
and every session it spawns, and it cds to $HOME so a deploy run from a
throwaway worktree cannot leave the runner with a deleted cwd.
