* Disable splitting to prevent including `import` statements in
`service_worker.js`, which fails when loaded in Firefox, because
Firefox doesn't support `import` statements in Service Workers until
version 147.

* Build client and service worker separately so splitting can be enabled
for client and disabled for service worker.
