Phase 7.1 Recruit Loadout And Level Ledger

Append-only record. Evidence levels remain separate.

2026-08-12 r7-1-development-preflight-01 DEVELOPMENT_PREFLIGHT_PASS Existing R7 browser suite passed after adding individual level/XP and item reads. This dirty-tree attempt is not candidate evidence.
2026-08-12 r7-1-development-preflight-02 DEVELOPMENT_VISUAL_FAIL Browser assertions passed, but agent visual review found the portrait-phone Equipment page hid its fourth candidate and clipped the primary Apply action. No candidate judgment was made.
2026-08-12 r7-1-development-preflight-03 DEVELOPMENT_PREFLIGHT_PASS Repaired portrait-phone Equipment composition keeps four candidate rows, the one-slot label, old-item return and Apply action inside the 16:9 stage. Full R7 browser suite passes; fixed-source evidence remains required.
